Why do extensions work so strangely?

If I right-click on the document and select "add to extension", then I create an extension and add the document there, but if I open the "configuration" tab in the configurator from above, then I can't open configuration extensions, this button is inactive. At the same time, it says that you can work with extensions only in compatibility mode with 8.3.6, but here I turn it on and off, access to extensions is only with RMB on the document, add to extensions.

It's not entirely clear what you're trying to do. Do you want to add the configuration root to the extension?
