Why do emails go to OutLook spam?

There is a configured email server with inbox in Gmail, Yahoo and so on.
But here with OutLook the whole trouble. He does not want to miss any letters at all. DMARC, SPF, DKIM are configured correctly.
I analyzed the headers of the letter that OutLook attaches - there is nothing criminal. The only thing that is completely incomprehensible:
