Why do emails from some senders within a domain end up in spam?

Colleagues, give fresh ideas. In an Exchange 2010 company, there are several users whose emails end up in spam during internal correspondence. Employee A writes to employee B and ends up in spam. Moreover, if employee A writes to someone else, then everything is OK. The rules and blacklists of the users have been checked, neither Spamassassin nor NOD have anything to do with this, the subject of the letter does not change. Logs on the server are absolutely normal.

Meanwhile, the problem is still not solved. We even tried disconnecting all client devices and logging in only through OWA. Those. the letter is thrown into spam NOT on the client device.
