Why do browsers not want to open pages?

After cleaning the viruses, the Internet stopped working. I do not know the details, since the netbook is not mine. I was asked to look) I removed WinSock keys from the registry on the advice of one article, ICQ began to work, but browsers do not plow. Installed a new browser - did not help. The netbook worked via cable internet. With a usb 3g modem, it also does not want to open pages. What could be?
The 3g modem installed after the problem occurred, so the advice "reinstall the driver on the network adapter" does not take place. Especially in ICQ comes.
The hosts file also looked - full compliance with the original. The AppInit_DLLs parameter in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Windows\ also checked - an empty value. In general, I tried many tips from various sites. Are there any other options?

you can hang out with confidence. Most likely, the system file has been damaged, as a result of which network services or their dependencies have fallen off, which is even worse
: sfc /scannow to search for broken files if there is a windows installation disk and dependencies with knobs in the control panel

There could be a hundred reasons, actually.
A considerable part of the garbage sometimes helps to remove the removal of all protocols from the properties of network devices and the network devices themselves from the hardware manager, followed by reinstallation.
