Why do banks shy away from APIs?

I've always wondered why banks are so diligent about avoiding APIs? Why don't they want to develop on the Internet?
For example, the simplest opportunity to transfer money from your account to another (both accounts in the same bank). Even the introduction of just one such method could solve a lot of problems, make the world a better place and make many people happy. Not to mention that it will attract additional customers.
What caused this alienation from the IT world? Do banks bear any risks or losses from the convenience of interacting with them? Or maybe I'm wrong and this is already being actively used?
