Why didn't I write off for registration with apple developer?

Good day. Perhaps the question should have been asked on a specialized resource, but nevertheless.
I act as a developer, I tried to register for a customer in an apple developer.
I registered a new apple id under the name of the customer (as I understand it, this name will be displayed in the app store)
I tried to pay $ 99 with my Sberbank card, but the payment was rejected.
I sin on the name difference and the impossibility of payment without cvv.
Apple phone support did not give an intelligible answer.
Can anyone suggest the correct course of action?
Accordingly, is it possible to register for a personal apple id and later specify a different name?
