Why did windows 7 break and how to fix it?
It all started with the fact that I could not upgrade to ie 11 after reinstalling (I don’t use it, but the same bittorrentsync requires a version older than 7, the default one), then I realized that I couldn’t turn on any components at all, including from the command line directly. This is how the component enable window looks like now:

I still couldn't figure out how to fix it.
sfc /scannow didn't find anything.
