Such "manipulations" are usually done by Chinese video registrars, hidden cameras in key fobs, they format a flash drive and shove their software there. I suspect that the flash drive was formatted and something was written there. Try formatting it with HP USB Disk Storage Format Tool ( Run as Admin )

See what R.tester tells you about the drive, it can query devices directly: https://rlab.ru/tools/rtester.html
If the flash drive is really new, then it is possible that you should look for a warranty card.
If the size is correct in R.tester and there is no important data on the flash drive, you can run a write test (not necessarily a full one) - it will overwrite the beginning and any information about partitions. After that, you can format it again.
