Recently, the �? symbol has appeared on the entire site. instead of "sh" and "I".
Moreover, all over the site. No work has been done on the site.
What could be causing the problem?

If no work has been done on the site, most likely work has been done on the database server, check with the host.
Check what data is in the database. What is the default encoding for tables and for the entire database.
