Why did the site become accessible only through vpn?

I have my own website, it is on Russian hosting. beget
the domain is connected via cloudflare,
i.e., as I understand it, the real ip of the hosting is hidden
. But the site is still completely unavailable in Ukraine, only through vpn

this is so, depending on the cf settings
, they may have banned some site and accidentally touched cf addresses, so it doesn’t work
or is banned by domain
