Why did the rails server become dumb?

Win 8.1 3G ram - virtual machine ~ 1.4G, ssd
Tupit both from the computer and from the phone. The page loads, but takes a very long time.

I'm sorry, I got it. The answer turned out to be simple. Incorrectly specified the link to the javascript file, so the page hung until it received a 503 Service Unavailable error. After that, the page was displayed only. False alarm in general
