Why did the problem with the encoding come out when transferring Bitrix?

I ran into such a problem, they uploaded everything to their own server, checked the Bitrix test script for compliance, everything is OK, restored the site using standard means and some kind of problem with the encoding got out, although UTF-8 is everywhere and the encoding is also written in .htacces UTF-8

I figured it out, if someone needs it, the problem was solved by removing the compression module

Probably the problem is not even with the encoding. It's more like a binary file. Check what is in /index.html /index.php
