The Department of Defense uses Dr. Web since the mid-90s and renews their certificate until 2024. I did not find anywhere why it was chosen, although the same Kaspersky already existed then. At the moment, they will continue to use it, motivating it with debts and fruitful cooperation.

Public procurement is a dark matter, what is a long and fruitful cooperation - come up with it yourself.
I would not consider this fact a guarantee of the superiority of the Web over Kaspersky. It just happened.
