Why did the application get into the top new paid ones in four countries without purchases?

There were no purchases. About 2-3 weeks ago there was an attempt to buy an application from Russia, but Google rejected the user's card.
Yesterday there was also an attempt to buy an application from Cambodia, but the card was also rejected.
And yesterday there were two free installations with a promo code from Russia and Kazakhstan.
Yesterday it was in the tops of Switzerland and the Netherlands, today the application has risen in them, and also appeared in the tops of new paid ones in Mexico and India.
Is this possible without shopping?
