Warner Music complained about the app on Google Play and got it banned. What to do?

Why don't they block, for example, the myMusic application from Mail.ru ( https://play.google.com/store/apps/details?id=ru.m... which has exactly the same functionality for listening to and downloading music from VKontakte? What do they do so that they do not complain about them?
I saw how similar applications were blocked, and a week later they returned to Google Play with the same package name! What did they do? Why are they being returned again?
How do I return the application? Re-upload or write to support? Can I write to the mail where the complaint came from?
So many questions are almost the same of course, but I'm really at a loss)
