Why did pagination in the telegram bot stop working?

I accept a state from the user and accordingly make a request to the database in order to save this data and use it for pagination. The information that the database gives out really appears and you can interact with it, but the pagination of the pages seems to be against this and when I click on the "2" button to get other information, the page simply does not work and everything remains in the same places. I assume that the reason is either in the state or in the argument on line 23. When I use the global list to add information, everything works completely correctly. I will be glad for help.
