Chrome really constantly reinstalls itself during a computer restart.
But the fact that bookmarks and extensions were removed is most likely because you logged out in chrome. Sign in again and all bookmarks will be synced again.

Although the developers of Chrome felt that the user should not bother with such trifles as managing updates, this problem is nevertheless solvable - there are many answers on the Web to the question "how to disable Chrome's auto-update." In one of the articles I saw advice to disable the Google Update plugin, which can be found in the chrome://plugins/ list, or disable it in Windows (Startup tab in msconfig). They also write there that in this case the loss of the Chrome profile is possible, in order to recreate it, the Web Data file must be deleted from the AppData\Local\Google\Chrome\User Data\Default folder.
