Why did chromium browsers enable intermittent underlining of text and how to disable it?

Looks bad in my opinion. Is it possible to disable it on all sites?

Haven't tested it in different browsers, but it works in chrome(v64)
css property used: text-decoration-skip-ink
It might be possible to get the effect from this as well properties: text-decoration-skip
To install on different sites, you can try this extension - User CSS or another with similar functionality.
Although there may be a checkbox somewhere in the browser settings.
