Why did all apps based on Chrome start to fail on macOS?

Recently, all applications based on Google Chrome have begun to fail: chrome itself, Yandex.Browser, Vivaldi, as well as applications based on Electron such as Postman and Atom.
For example, when Atom or Chrome is open in full screen (macOS) and you switch to one of these applications, the desktop transition is jerky and not smooth as before.
On site pages and application interfaces (Atom, Postman), rendering glitches are often observed - elements disappear, overlap each other, etc.
It is treated by disabling hardware acceleration. But this is not an option for two reasons: on many sites I observe a comb (for example, here oblique stripes go like a ladder), in some applications there is no way to disable the GPU.
This started about a few weeks ago. Possibly with a macOS update. Nothing sensible was able to google.
