Why cookies are not set through Application in Chrome?

Suddenly, on day 1, google chrome went into denial, and stopped allowing cookies to be set manually. Highlights them in red without any error message. Tried to fill all columns, does not work. This problem has occurred to many familiar users. Can this be fixed somehow?

It turns out that you need to go here: chrome://flags/ , and set the value of Partitioned cookies to Enabled . Then cookies can be set as before.
