Why can there be 404 on css if the file definitely exists?

Subject. The file is there, the owner is correct, the rights are 644.
But any file with the .css extension gives nginx 404 an error. If you rename it to .php - everything is ok. There are no errors in the logs.
Where to look? :)

Look closely at the web server config. If nothing comes to mind, post it here.
