Why can the task manager lie about the frequency when overclocking the CPU?

OCCT v4.5.1 and Turbo Boost Monitor v2.6 read the frequency correctly, but the task manager does not

Go to Control Panel\All Control Panel Items\Power
Options, set the power plan to Balanced and restart your computer.

Because processors have been able to dynamically change the frequency depending on the load for many years. If all the time it will thresh at the maximum, it will warm itself like an iron and eat like crazy.
