Why can the reception speed drop in Debian?

Debian 9
Two network interfaces:
Intel I210 Gigabit Network
Realtek RTL8111/8168/8411 PCI Express Gigabit Ethernet
Direct ethernet to optical media converter.
It doesn't matter where the Internet is plugged in, after a reboot everything is fine - 200 Mbps,
in a day - 45-50 Mbps.
Where could be the problem?

The reason turned out to be banal and shameful: One of the server's users was not stabbed to death, and just ate a lot.

What type of reception? the user downloads something, or an application like FTP to which something merges?
How do you determine that the speed has dropped?
