Why can't Zabbix send email notifications?

I just can’t figure it out, I set up notifications by mail, in the image and likeness, as on another server, it works on another, but not on this one, in the log
/var/log/zabbix/zabbix_server.log
1527:20151202:114811.622 cannot connect to SMTP server "localhost": cannot connect to [[localhost]:25]: [111] Connection refused
but telnet quietly connects
telnet localhost 25

Zabbix seems to be trying to connect over IPv6, while the MTA only listens on IPv4
