Why can't you put a minus in the article?

I read a bad article. I understand the topic, but I don’t want holivars, swearing, damaging each other’s karma and all that. Therefore, I just wanted to put a minus with a brief comment, which, perhaps, the author will see.
But - the button is inactive:

First, why "anonymously"? I'm logged in and just successfully put a couple of pluses in the comments.

The only thing that can theoretically prevent leaving a negative assessment of the article is that the author has a paid company blog, and I am a simple user.
Is this the reason?

Apparently, there is enough karma - it didn’t work out to put a minus? If not, then try reloading the page, the scripts may not have loaded. If it doesn’t work, write an appeal to the feedback form with a description of the environment, perhaps some kind of bug.

There is a possibility that at the time of loading the page you have enough karma, so the minus setting scripts work. By the time you decide to rate, your karma has already been rolled up, so the button is inactive
