Why can't you ping through the console cable?

The question is:
Why is it impossible to ping any device on the network through a console cable?

Because the console works via COM / USB and has nothing to do with the network.

Because the implementation of the driver for working with the RS232 interface does not provide for working with the TCP / IP protocol, in particular icmp.
