Why can't Viber and WhatsApp be used on multiple devices?

The Linked Devices feature in WhatsApp has moved from Closed Beta to Open Beta. However, this feature only allows you to use WhatsApp on a computer without a phone, but does not allow you to use it on multiple phones. Viber also does not allow you to use one account on multiple phones.
Can you please tell me if there are any technical, legal and social restrictions for using Viber and WhatsApp on multiple devices or the developers just don't want to make such a feature?
