Why can't the Micro SD card be formatted?

Hey!
Faced the problem of "non-formattable flash drive". We are talking, of course, about the Micro SD card.
When you try to delete files, they seem to be deleted, but when you reconnect the flash drive, they are in their places. No means help. Even low-level formatting had no effect. Tried to format both on Windows and on Linux.
Windows didn't really say anything at all. And on Linux it gave a message saying: "The file system is readable."
Tried to remount the device:

sudo mount /dev/sdc /run/media/<user_name>/09AD-60EC/ --options remount,rw

But nothing has changed. I even tried to erase the entire device with zeros:
sudo dd if=/dev/zero of=/dev/sdc
But this also did not work. And the file system through GParted and cfdisk is not created. More precisely, it is created, but this is a mirage. After reconnecting, everything is the same. At first I thought the controller was covered, but reading files is normal. What could be the problem? Has anyone already seen this?

You have a very rare instance of a correctly dead Flash drive. When the number of bad cells exceeds the spare area, the controller puts the drive into read-only mode to save the remaining information by the user.

Alas, but I have to state the "dying" of the memory card memory.
If there is important information there, remove it and bury the card beautifully as it should be.
