Why can't the computer see another one on the local network?

I have two computers that are connected to each other by a LAN wire. Let the first computer be dispatching and the second computer be receiving. The goal is to get information from the public folder to the receiving computer from the dispatching computer. The problem is one. On the network, the dispatching computer displays both computers, while the second computer on the network displays only it.
