Why can't the computer see another one on the local network?

I have two computers that are connected to each other by a LAN wire. Let the first computer be dispatching and the second computer be receiving. The goal is to get information from the public folder to the receiving computer from the dispatching computer. The problem is one. On the network, the dispatching computer displays both computers, while the second computer on the network displays only it. Same problem: One computer sees both computers, the other this time sees neither. With this experiment, I wanted to find out in which computer the problem was, but I couldn’t find out, because at first the dispatching computer saw both computers, and then when it reconnected with the same computer and conditionally, the receiving2 computer, dispatching stopped seeing computers

Check network services are running.
Set Environment Service
Disable both firewalls and set the connection as "private"
