Why can't /PrepareAD edit AD objects?

I'm trying to raise EX13 in a domain with EX07.
AD - Server08 R2 SP1
EX07 - Server 2003 R2 SP2
EX13 - Server 2012 R2
The procedure is performed in a test environment on a backup.
PrepareSchema runs without problems and configuration objects have ex13cu23 level attributes.
But when PrepareAD is executed, the fun begins. He simply cannot edit the objects that he actually has to edit, and in the logs he swears at EVERY object that is affected during installation.
To explain:
PrepareAD aborts with the error "Microsoft.Exchange.Data.InvalidObjectOperationException: The RoleFlags property cannot be set on this object because it requires the object's version to be at least 0.10 (14.0.100.0). The current version of the object is: 0.1 (8.0.535.0 )"
It's strange, I think, it seems that he himself should raise the version to the desired one. And if you change the version of the attribute manually (on hundreds of objects, yeah), then he swears that they are all Read-Only.
And here already it seems to me that the matter is in some kind of permissions.
The user under which we perform the installation has the following rights: Domain admin, schemes, enterprises, organization management, Exchange Organization Administrators1, Exchange Install Domain Servers (what if).

ps Since I'm backing up, I tried to delete problematic objects in ADSI, it creates new ones, everything is cool, but they need to be deleted (renamed) manually, and there are a lot of them, well, it seems to me that EX07 will die from such manipulations. It's hard to say, I've never encountered such errors, but what is the level of the forest-domain? (Active Directory must be at Windows Server 2003 forest functionality mode or higher)
