Why can't ping to the second router in Cisco Packet Tracer?

PC0 gateway 192.168.1.254
PC0 can ping Router 1 (pings two IPs 10.0.0.2 and 10.0.1.1 ).
Router 1 can ping 10.0.0.1.
Why can't PC0 ping 10.0.0.1 ?
I have the following logic. PC0 sends a packet to the gateway (Router1). Since Router 1 is directly connected to 10.0.0.1, it must further forward the packet from PC0 to Router2.
Why doesn't it redirect?
