Why can't microsoft optimize their MSIE experience for the front-end developer?

Before I got into website development, I did not really care about this "crutch" from the point of view of the front-end developer, the behavior of the browser. I did not see much difference between IE and the same Chrome. The same browser program, but only each one tries to introduce something better into its interface than the others.
IE is even better than Chrome at some point in that it doesn't create a separate process for each tab.
Now that I've been hard at work learning all this front-end development, I'm stumbling more and more on the cross-browser solution for my project. Of course, the biggest problem for (I'm not afraid to say) us is IE. His view of the developer, whom he increasingly makes desperately looking for solutions in the form of javascript'ov for this or that problem, is scary. Perhaps there is no solution at all and you have to think for yourself.
So why can't they contribute to the development of one of the professions of people whose job it is to develop websites?
Of course, I do not expect exact answers to my question, but I just want to know the opinion of others on this matter.

Didn't you think that:
- website building is generally a big exaggerated topic and for a long time it would have been possible to come up with something simpler?
- complicating the donkey ... they give you the opportunity to differ from the redneck builders ... unless of course you want to differ from them)
- the world is generally a cruel thing)))

IE is like a child. If he was raised like this for 20 years, then he could not go back 17 years and fix everything. Somewhere they accidentally pressed a leg and it began to grow crookedly, now crookedly for 20 years and growing.
