Why can't Manjaro Linux connect to the internet via smartphone in USB tethering mode?

Installed on the laptop with the second Manjaro system.
When I try to connect to the Internet via a smartphone (Samsung Galaxy M12), it does not let me on the Internet, as if the system cannot request or receive an IP.
