Why can't it find the Downloads directory?

I wanted to install Tor, but at the first stage, difficulties began, namely, the terminal cannot find the downloads directory, I have already tried
cd Downloads , cd /Downloads , cd downloads, and similar to these
writes that such a directory does not exist
Why is this happens and how to fix it?
And if it's not difficult, then how to run the tar.gz file?

if for an adult, then the command:
systemd-path
will display different paths, including user ones,
systemd-path user-download
will display the path specifically to the download directory
