Why can't install dependencies via composer: error 14094410: SSL routines?

Hello everybody! I cloned the project from github and tried to install the dependencies with the "composer install" command, but nothing was installed. On all attempts, the same error occurred - error 14094410:SSL routines:ssl3_read_bytes:sslv3 alert handshake failure. Failed to enable crypto. Certificate issue on my side or module side? How to overcome this disease? OpenSSL updated to version 1.1.1b, but still nothing works.
