Why can't I watch the broadcast on twitch even in 160 quality?

As 160, only pixels are visible, the broadcast constantly resets to 160, and one frame is loaded there, every 5 seconds it hangs for an hour, while on YouTube I can easily watch a video at 1080 hd quality, how does it turn out I don’t understand at all?

Twitch. Servers in Europe and beyond - I vanguy that your provider (or provider above, intermediate) cuts the connection speed with "external" networks. Read the RF network - everything is fine, outside - we cut the speed.
