Why can't I set the slice size to 100%?

I cut slices, save for web - but flash does not allow me to set 100% size.

I just tried it (I had never touched the slice tool before, I could have messed up) - I opened png, made two slices, ctrl + shift + alt + s, I select a slice, I try different image formats - everything is saved 100% fine. Windows 7 Ultimate, Adobe CS6
