Why can't I select any menu item except the first one?

I sawed the menu, but for some reason it turned out not to be usable, it is impossible to select a menu item other than the first one - it immediately jumps to the next submenu.
What's my mistake? In CSS?

When you hover over the second element, you get the mouse to the next block of the next section
. They are not hidden for you, but simply transparent. Make it display:none, not opacity: 0
