Why can't I run my Hp proliant dl360 g6 dual processor?

Hello. Recently, I got an Hp proliant dl360 g6 server, which has not been used for a long time, but in theory it works. Of the main points, I’ll clarify that it costs 2 power supplies and 2 e5540 processors. The problem is this: after starting with two processors, it starts working at maximum speed and does not exit this state, the image does not appear on the monitor, so the load does not even reach the BIOS. In this case, when there is 1 processor, then the download normally passes and everything is ok. I tested both processors in the main slot and everything is fine with them. Visually, there are no special problems with the socket of the second processor, except when the processor is removed from the main slot, the server loads, the image appears, and, accordingly, it writes that the processor is in the wrong slot. Tried with a minimum number of connected interfaces and the situation is the same. Bios reset.

What could be the problem? Perhaps someone has come across this?
