Why can't I request an iAd contract on iTunesConnect?

Hello. I'm trying to request a contract for iAd Network
on this page i.imgur.com/xt02w6T.png .
In response, the i.imgur.com/LOBXFXf.png form appears, which immediately notifies you that the address is invalid. The same address was used for registration in the iOS Dev Program, for specifying a credit card and other payment and address forms. When you try to request a contract for paid applications, the reaction is the same.
Googled everything I could, until there is no understanding.
The form is displayed immediately filled out, the hand does not rise to correct something or indicate differently, you never know what.
Actually the question is how to correctly fill in the address for this form? Or do I need to do something else first? (For the time being, the ios dev program has been purchased and confirmed, an application has been created in itunesconnect, the binary has not yet been uploaded)

Hmm, I don’t know how to explain this, but multiple page refreshes and clicking on the request button did their job - the contract was added.
