Why can't I remove the read-only state flag on the flash drive?
They brought a flash drive with write protection, removed the read-only value via Diskpart, but the read-only state remained true. Alternatively, the controller could put the flash drive into "Read-Only" mode due to the wear of the NAND memory chips.
Devices from Transcend are especially fond of this behavior.
You can do additional diagnostics with R.tester , this should give at least a better idea of what happened.
