Why can't I publish the app on Google Play?

Hi all. I'm a beginner - please do not kick much.
Wrote an application that intercepts incoming SMS messages and redirects them to the server. The user decides whether to enable this feature or not. Since this is my first app, I don't understand what google wants from me, it keeps rejecting it. What should I do?
