Why can't I login to proftpd?

I do everything according to this instruction https://www.tecmint.com/install-proftpd-in-ubuntu-...
I create a user myproftpduser and assign a password to it. The user appears in /etc/passwd
I try to be connected by the client from Windows, it is impossible. Writes access denied. How to solve the problem?

what's in the logs? Did you read Step 4 in that article?
