Why can't I login to OTRS (Centos)?

I am following this instruction. I got to the step where you need to go to the Web address localhost/otrs/installer.pl.
Since I am doing the installation not on a local, but on a remote server, I go to http://95.***.***.232/otrs/installer.pl. The browser gives this error.

Unable to access the site The site http://95.***.***.232/otrs/installer.pl is unavailable.
Search Google for otrs installer
