1. Run as administrator
2. Check firewall (if the program requested access to the network)
3. Download another installer (MSI / EXE)
4. Disable antivirus during installation
If it doesn't work, then try installing via Windows Installer. I also faced such problem when installing version 2.7.5. It was possible to install it through the above-mentioned installer.
And check your antivirus - turn it on / off.
