Why can't I install composer and why isn't php.exe working?

I downloaded composer
and tried to install it,
but I get this error:
The same thing when I just try to run php.exe:

How can I fix this?

Remove denwer and install Openserver .
Composer is already built into openserver. One of the most convenient assemblies for windows today.
Or install php, a web server and other goodies like mysql, memcache, etc. on your own.
