Why can't I create a new volume on removable media?

Hello. I inserted a flash drive (16GB) and there it gives out only 286MB, I went into disk management and there it is (photo) 275c31a430294ae2a0c0a91a3be7741f.png. You cannot create a new volume. What to do?

Format with a third-party utility (eg HP USB Disk Storage Format Tool (HPUSBFW) , and here 's how to use it).

Windows treats USB flash drives as removable by default and enforces security policies, even if you have more than one drive, Windows will only display the first one.
There is a hack "Hitachi Microdrive Filter Driver" that will allow you to define all flash drives as hard drives.
For other magic, use the console DISKPART.
