Why can't I connect to the database when installing Moodle?

When installing Moodle via sitename.ru/install.php, at the stage of setting up the database, an error occurs:
"Error: failed to connect to the database.
Warning: mysqli::__construct(): (HY000/1045): Access denied for user ' *****moodle'@'localhost' (using password: YES) in /var/www/vhosts/u0427146.plsk.regruhosting.ru/httpdocs/sitename.ru/lib/dml/mysqli_native_moodle_database.php on line 79"
The database is pre-created. I install on reg.ru hosting. I can't figure out where the MySQL configuration file is located.
As I understand it, by default, since version 5.1, mysql has changed the binlog format to "statement".
"If you are using MySQL 5.x, edit the MySQL configuration file (usually "my.ini" on Windows and "my.cnf" on Unix/Linux) and comment out this option (or just remove it)." Actually where is this my.cnf file.
