Why can't I connect to the database via ssh?

[[email protected] ~]# mysqldump --host=195.19.50.* --user=arctice_user -p********** arctica_db  111.sql
mysqldump: Got error: 1045: "Access denied for user 'arctice_user'@'arctica.*****.ru' (using password: YES)" when trying to connect

Tried localhost too. There is a website on the server, in the settings there are such accesses to the database so that they are working, I don’t understand why it doesn’t connect, I have root access, I connect via PUTTY. Asterisks manually put naturally =)

and you have mysql allowed access not to localhost?
