Can't send emails via msmtp. The credentials for traffic rules in the config are correct, using them you can successfully log in through the web interface or email client. Moreover, if you specify the data from the mailbox on yandex.ru, then the letters are successful, i.e. it is not possible to be authorized specifically in mailboxes of traffic regulations.

From technical support came the answer: “Since last year, we support work only on a secure protocol. You need to specify port 465 and enable SSL support. You must specify the full address of the mailbox as a login.
Edited the config, it turned out:

Make sure that access for mail clients is enabled in the account settings in the webmord.
